India-Canada Diplomatic Row: Parity Demands and Ongoing Tensions

In a recent development in the ongoing India-Canada diplomatic dispute, Canada has decided to pull out 41 of its diplomats from India, complying with New Delhi’s demand for parity in diplomatic presence. This decision comes amid growing tensions between the two nations, which were sparked by New Delhi’s assertion that Canada had an excessively large diplomatic mission in India.

New Delhi argued that Canada’s presence in India was three times higher than India’s presence in Canada, prompting a demand for a reduction in Canadian diplomats in India. Furthermore, this demand reportedly came with a warning that failure to comply would risk losing diplomatic immunity.

Canada’s Foreign Minister voiced her criticism of India’s unilateral decision, claiming that it violated international law, particularly the Vienna Convention on Diplomatic Relations. She described the move as “unreasonable and escalatory.”

However, India has defended its position, asserting that the much larger number of Canadian diplomats in India, combined with their perceived interference in India’s internal affairs, justified the call for parity in diplomatic presence. India maintains that its actions align with Article 11.1 of the Vienna Convention on Diplomatic Relations, which allows countries to determine the size of foreign missions unless there is an existing agreement stating otherwise.

The repercussions of this diplomatic standoff will affect citizens on both sides. Visa services are expected to slow down, with in-person services suspended in Chandigarh, Mumbai, and Bangalore, where Canada had consulates. For assistance, individuals must now visit the High Commission in New Delhi or third-party centers. This change may result in a substantial backlog, impacting up to 17,500 applications by December.

The dispute also carries broader implications as Indians represent a significant portion of students and permanent residents in Canada, contributing substantially to the country’s economy. Thus, the ongoing diplomatic tensions could have economic consequences for both nations.

Justin Trudeau, the Canadian Prime Minister, who has been dealing with a series of domestic challenges, including high-interest rates and a housing market crisis, has also faced criticism for his handling of the India-Canada diplomatic row. A recent poll indicates that 57% of Canadians want him to step down.
